line-height: 1.5em;"><span style="color: rgb(0, 0, 0);"> 近日，我市福建商城一条无名路因突然设置路卡，引起了多部门的关注：一面是工地重型车辆来往压坏路面、造成的扬尘，严重影响商城商户经营，导致商家封路；一面是附近的重大项目工地因工程车被卡口堵住，设备器材进不了场，工地已停工十余日。</span></p><p style="margin-bottom: 15px; line-height: 1.5em;"><span style="color: rgb(0, 0, 0);"> 无名路上设卡，究竟是保护商户利益还是阻工的“拦路虎”，九江论坛马上办栏目记者对此进行了调查。</span></p><p style="margin-bottom: 15px; line-height: 1.5em;"><span style="color: rgb(0, 112, 192);"><strong>起因：路面设卡被堵，设备材料到不了场，已停工十几日</strong></span></p><p style="margin-bottom: 15px; line-height: 1.5em;"><span style="color: rgb(0, 0, 0);"> 4月中旬，记者接到万城（九江）茶文化创意有限公司反映，称他们在九江的项目工地被人为地断路，现在机器设备材料进不了场，工地已经停工十几天。</span></p><p style="margin-bottom: 15px; line-height: 1.5em;"><span style="color: rgb(0, 0, 0);"> 据万城（九江）茶文化创意有限公司工程部副总经理何少忠介绍，公司开发的浔阳记忆文旅项目是九江市十大重点商贸旅游项目和十大民生工程之一，由厦门舜弘集团投资40亿元开发打造的约60万平方米文旅商业综合体项目。它是以九江2200年历史文化为内涵的匠心之作，地处浔阳西路与三马路交汇处，毗邻三马路，东南临九龙街（原福建商城），三面临街；项目周边人口密集，交通便利，涵盖住宅、文化商业等物业。</span></p><p style="margin-bottom: 15px; line-height: 1.5em;"><span style="color: rgb(0, 0, 0);"> 何少忠介绍，该项目曾停工一段时间，去年年底才复工。一期项目体量为22.8万平方米，其中政府安置房884套，安置房面积9万多平方米，拟于2023年交付，现因为福建商城段设置道闸，工地工程车辆如混凝土搅拌车和钢筋车辆无法通行，已造成工地近半数工程停工十几天，这个问题如不能及时得到解决，势必会影响整体的工程进度。</span></p><p style="margin-bottom: 15px; line-height: 1.5em;"><span style="color: rgb(0, 112, 192);"><strong>现场：设卡路段禁停外来车，否则要交20元停车费</strong></span></p><p style="margin-bottom: 15px; line-height: 1.5em;"><span style="color: rgb(0, 0, 0);"> 4月19日上午，在何少忠的带领下，记者一行来到设卡处。记者看到，这是一条连接九龙街和三马路的无名路，两头设置了道闸卡口，来往车辆必须要通过自动扫码才能通过。</span></p><p style="margin-bottom: 15px; line-height: 1.5em;"><span style="color: rgb(0, 0, 0);"> 在两头卡口处，都设置一个告知牌，上面写着“本路段为福建商城内部场地，仅提供过往车辆正常通行，一切外来车辆禁停，违停者交停车费20元。”</span></p><p style="margin-bottom: 15px; line-height: 1.5em;"><span style="color: rgb(0, 0, 0);"> 此时，一辆车正停在栏杆处，将路拦住。<span style="color: rgb(227, 108, 9);"><strong>“我才停车56分钟，却要收20元的停车费，这也太贵了吧。</strong></span>”司机告诉记者，这么高的收费让人难以接受。虽然与保安进行了沟通，但是司机离开时停车费却没少交一分。</span></p><p style="margin-bottom: 15px; line-height: 1.5em;"><span style="color: rgb(0, 0, 0);"> 据当地居民介绍，这个路段是福建商城修的，设立道闸的原因好像是商城方面与附近的一大型工地起了矛盾。“我们都可以正常通行，只要不停在里面就不会收费。”当地一社区工作人员介绍。</span></p><p style="margin-bottom: 15px; line-height: 1.5em;"><span style="color: rgb(79, 129, 189);"><strong>调查：福建商城表示是内部路，设卡是不得已而为之</strong></span></p><p style="margin-bottom: 15px; line-height: 1.5em;"><span style="color: rgb(0, 0, 0);"> 记者在现场看到，这段小路到浔阳记忆文化旅游城项目工地只有二三百米的距离，其中三马路这头停满了各种车辆。</span></p><p style="margin-bottom: 15px; line-height: 1.5em;"><span style="color: rgb(0, 0, 0);"> 何少忠表示，相关部门已经批准他们施工车辆从九龙街进入工地，从福建商城这条无名路进场距离也是最好的，如今路被“断”，公司多次协调均无果。</span></p><p style="margin-bottom: 15px; line-height: 1.5em;"><span style="color: rgb(0, 0, 0);"> 针对设卡“断路”一事，福建商城向记者说出他们的苦衷。福建商城经理刘斌告诉记者，位于福建商城的这条无名路是他们自己修建、维护的道路，是一条内部道路。如今，商城内还有十五六家商店，包括一家大型酒店，平时客流量非常大，之前浔阳记忆文化旅游城项目工地的大型车辆从这门前通过时，造成了满天的灰尘，严重影响了商家的生意，大家纷纷要求商城给个说法，不然就会拒绝交租金。</span></p><p style="margin-bottom: 15px; line-height: 1.5em;"><span style="color: rgb(0, 0, 0);"> 刘斌表示，除了灰尘让人难受，这些大型工程车来来往往，拥挤在这条小路上，对当地居民的安全也是一大隐患，并且这条路的水泥路面也经不起这些大型工程车的来往，不要多久，路就要被压坏。“为此，我们在今年3月向万城（九江）茶文化创意有限公司发了函，说明客观原因，希望对方理解，另开一条工程道路。”刘斌告诉记者，此函发出一个月都未得到对方回应，福建商城因此在4月上旬设置路闸。</span></p><p style="margin-bottom: 15px; line-height: 1.5em;"><span style="color: rgb(0, 0, 0);"> 对于收费是否达到有关部门批准，刘斌表示他们的初衷只是禁止外来车辆停泊，收费只是手段，目前还没有得到物价等部门批准。</span></p><p style="margin-bottom: 15px; line-height: 1.5em;"><span style="color: rgb(79, 129, 189);"><strong>协商：经开区积极协调，提出解决方案</strong></span></p><p style="margin-bottom: 15px; line-height: 1.5em;"><span style="color: rgb(0, 0, 0);"> 一方说“断路”阻工影响工期，一方说是内部道路利益受损不得已而为之，相关部门怎么解决呢？</span></p><p style="margin-bottom: 15px; line-height: 1.5em;"><span style="color: rgb(0, 0, 0);"> 记者采访了九江经开区建口部门。据参与协调此事的工作人员石康介绍，浔阳记忆文化旅游城项目复工前后，经开区都在大力帮助他们解决各种难题，前不久的“断路”纠纷后，他们建口多个部门到现场办公，积极协调此事。</span></p><p style="margin-bottom: 15px; line-height: 1.5em;"><span style="color: rgb(0, 0, 0);"> 石康告诉记者，他们调查后发现了一些问题，这条无名路确实是福建商城修建并维护的，目前他们已经连续多日对这条无名路进行性质确定：是否是市政规划路？“如果是规划的道路，我们会立即让对方进行拆除，恢复工地车辆的正常通行；如果真是商城的内部道路，我们将在离这条无名路五六十米的地方临时开通一条8米宽的施工道路，满足项目工地的施工需求。”石康表示，8米宽的临时施工道路将由经开区政府出资，不让项目工地承担费用而增加负担。</span></p><p style="margin-bottom: 15px;
