vertical-align: baseline; text-indent: 2em; color: rgb(51, 51, 51); white-space: normal; background-color: rgb(255, 255, 255); text-align: justify;">《征求意见稿》规定了实施的区域和、原则、分工、流程和优惠政策等。在职责分工上，市住房城乡建设局负责本市既有住宅加装电梯工作的政策制定、指导协调、督查考核等，制定住宅专项维修资金的提取办法；市自然资源局负责规范既有住宅加装电梯的规划设计工作；市市场监督管理部门负责电梯安装、维保、使用过程中的监督管理工作；市城市管理部门负责加装电梯地面绿化、污水管网改迁的监督管理工作；市财政部门负责制定财政资金奖补办法，落实并及时拨付奖励补助资金；市住房公积金管理部门负责制定公积金的提取办法；供电、供水、供气、电信、网通等相关管线单位负责管线及其他配套设施的现场踏勘、迁移改造等工作。</p><p class="cjk" style="box-sizing: border-box; vertical-align: baseline; text-indent: 2em; color: rgb(51, 51, 51); white-space: normal; background-color: rgb(255, 255, 255); text-align: justify;">此外，还出台了一系列鼓励政策，希望促进此项工作顺利推进。既有住宅加装电梯不征收新增建筑面积地价款，免于补缴市政基础设施配套费及其他相关行政事业性收费。鼓励和支持老年人、残疾人居住的老旧小区住宅依法加装电梯。鼓励既有住宅加装电梯工作探索代建租赁、共享电梯等市场化运作模式，研究应用新材料、新技术、新方法推进工作。市中心城区（不含柴桑区）行政辖区范围内四层及以上的非单一产权既有住宅加装电梯，政府给予10万元／台的奖励补助，奖励补助资金由市、区财政各承担50％。其他县（市、区）可参照执行，财政补助资金由各县（市、区）自行承担。</p><p class="cjk" style="box-sizing: border-box; 一楼的肯定不愿意出钱
跟风的工程项目，老旧小区拆的没几栋了，有公积金的旧房子卖了，买新电梯房了。最后剩那么一点点，一楼二楼的不同意，最后流产。
