line-height: 2em;"><span style="color: rgb(171, 25, 66);"><strong><span style="color: rgb(171, 25, 66);font-size: 18px;">2.全面加强疫情防控。</span></strong></span><span style="font-size: 18px;">各地各校务必深刻认识今冬明春疫情防控形势的严峻性，牢牢守住教育系统疫情防线，毫不放松抓好今冬明春校园疫情防控工作。<strong>要严格按照当地疫情防控要求，</strong>切实做好寒假期间校园疫情防控，完善防控体系，细化工作方案，</span><span style="font-size: 18px;">加强寒假期间应急值班值守，从严落实“四查一戴”工作要求</span><span style="font-size: 18px;">（即查验健康码、查体温、查看行程轨迹、查新冠疫苗接种记录、戴口罩）。<strong>要全面加强健康教育，</strong>教育引导广大师生员工时刻保持个人防护意识，养成坚持“戴口罩、勤洗手、一米线、常通风、公筷制、少聚集”等良好的卫生习惯。</span><strong><span style="font-size: 18px;">要按照“非必要、不外出”原则，尽量减少跨省域走亲访友或旅游，</span></strong><span style="font-size: 18px;">尽量避免前往人员密集、人流量大的区域，特别是要避免前往国内中高风险地区和国外境外。</span><strong><span style="font-size: 18px;">要积极指导家长在做好疫情防控前提下，</span></strong><span style="font-size: 18px;">密切关注学生身心健康，加强学生劳动教育、近视防控等。</span></p><p style="text-indent: 2em; line-height: 2em;"><span style="color: rgb(171, 25, 66);"><strong><span style="color: rgb(171, 25, 66);font-size: 18px;">3.严格落实“双减”要求。</span></strong></span><span style="font-size: 18px;">严格落实中办、国办“双减”政策和省委办公厅、省政府办公厅“双减”工作要求，进一步减轻义务教育阶段学生过重作业负担和校外培训负担。<strong>全市所有中小学校（包括民办中小学）一律不得在寒假组织学生集体补课或上新课，</strong>让学生度过一个轻松愉快的春节假期，防止给学生造成过重的学业负担和心理压力。<strong>高三年级可以根据教学进度安排，适当安排教学（时间不超过寒假的三分之一，恶劣天气不得安排教学。若省教育厅有新的要求，则严格按省教育厅要求执行），</strong>各普通高中学校必须在放假前将相关教学安排报教育行政主管部门备案。要积极引导家长树立正确的育人观、成才观，注重劳逸结合、全面发展、健康成长，要通过《致学生家长一封信》等形式，教育引导广大家长全面准确理解“双减”政策要求，寒假期间不送孩子到校外培训机构参加学科类培训（含在职教师、培训机构从业教师、自由职业者违规开展的地下培训）。<strong>各中小学校（含民办中小学校）寒假期间务必做到“三个一律、三个严禁”</strong>（即一律不得组织学生集体补课或上新课，一律不得举办学科培训班、特长班、奥赛班、提高班等，一律不得将校园、校舍出让给其它教育机构举办各类培训班；严禁在职中小学教师组织、推荐和诱导学生参加校内外违规补课，严禁在职中小学教师参加校外培训机构或由其他教师、家长、家长委员会等组织的违规补课，严禁在职中小学教师为校外培训机构和他人介绍生源、提供相关信息）。各地教育行政部门要按照“属地管理”和“谁主管谁负责”的原则，压实责任，强化担当，对寒假违规补课违规收费行为实行“零容忍”，坚决做到发现一起、查处一起、问责一起。</span></p><p style="text-indent: 2em; line-height: 2em;"><span style="color: rgb(171, 25, 66);"><strong><span style="color: rgb(171, 25, 66);font-size: 18px;">4.合理安排学生寒假生活。</span></strong></span><span style="font-size: 18px;">各地各校要坚持从关心爱护未成年人健康成长的高度，科学合理安排好中小学生的假期生活。要严格落实中小学生作业、睡眠、手机、读物、体质健康等“五项管理”工作要求。<strong>一是要科学合理布置假期作业。</strong>严控学生寒假作业总量，要全面加强假期作业管理，对假期各学科作业量进行合理统筹，科学把握假期各学科作业的数量和质量，根据不同学科特点、学段特点、学生实际和完成能力，布置一些寒假分层作业、弹性作业和个性化作业，不得利用寒假期间布置海量作业。</span><span style="font-size: 18px;"><strong>二是指导家长和学生合理安排作息时间，切实保障充足睡眠。</strong></span><span style="font-size: 18px;">小学生就寝时间一般不晚于21：20；初中生一般不晚于22：00；高中生一般不晚于23：00，家长应督促学生按时就寝不熬夜，确保充足睡眠。</span><span style="font-size: 18px;"><strong>三是要教育引导家长教育学生正确理性使用手机、电脑、平板等电子产品，</strong></span><span style="font-size: 18px;">科学爱眼护眼，自觉保护视力，做到绿色上网、文明上网，防止学生沉迷网络、过度使用手机，自觉抵制网络不良信息。</span><span style="font-size: 18px;"><strong>四是指导学生开展读好书活动。</strong></span><span style="font-size: 18px;">加强党史学习教育、理想信念教育、爱国主义教育和中华优秀传统文化教育，引导学生在阅读中涵养心灵、健康成长。五是要自觉加强体育锻炼，合理平衡膳食，提高免疫力，增强自身体质。</span></p><p style="text-indent: 2em; line-height: 2em;"><span style="font-size: 18px;">各地各校要充分利用和挖掘本地校内外教育资源，发挥校内外青少年活动场所的作用，在保证学生安全、符合疫情防控要求的前提下，科学指导与合理安排学生在假期进行适合青少年特点的科技、文化、体育、娱乐等活动，丰富学生的寒假生活。鼓励有条件的学校在寒假为有需求的学生提供丰富多彩、寓教于乐的主题活动、文化活动和社团活动，帮助中小学生开展研究性学习、研学实践、劳动实践等，提高学生动手能力、提升学生综合素质。</span></p><p style="text-indent: 2em; line-height: 2em;"><span style="color: rgb(171, 25, 66);"><strong><span style="color: rgb(171, 25, 66);font-size: 18px;">5.切实加强校园安全。</span></strong></span><span style="font-size: 18px;">各地各校要高度重视寒假学生安全工作，在放寒假前通过主题班会、班会团队会活动、专题教育、发放安全提醒和致家长一封信等形式，开展专门的防疫、防网络沉迷、饮食卫生安全、交通安全、烟花爆竹安全等教育活动，切实提高学生的安全防范意识和自我防护能力。<strong>要求学生不得进入营业性的“三室二厅”及“网吧”，不得参与“黄、赌、毒”和封建迷信活动，</strong>自觉遵守社会公德，遵纪守法，做文明的小公民。要深入开展家校互动，加强家校联系，提醒家长切实履行家庭监护职责，做好学生寒假期间的安全管护。<strong>要高度重视学生心理健康教育，</strong>特别是要切实做好学生的心理疏导和关爱帮扶工作。学校在假期<strong>要安排人员值班护校，</strong>确保校园财产及人身安全，并落实责任制，督促检查，及时发现问题，及时处理，确保校园无安全事故发生。<strong>要严格落实校园值班巡查工作要求，</strong>严控外来人员进出，严防无关人员进入校园。各地各校还要利用假期对校园校舍建筑、设施设备等进行全面的检查和维修，为新学期开学做好充分的准备。</span></p><p style="text-indent: 2em; line-height: 2em;"><span style="color: rgb(171, 25, 66);"><strong><span style="color: rgb(171, 25, 66);font-size: 18px;">6.严格加强教育管理。</span></strong></span><strong><span style="font-size: 18px;">一是全面加强控辍保学。</span></strong><span style="font-size: 18px;">各地各校要持续深入加强控辍保学工作，进一步巩固控辍保学成果。要进一步健全控辍保学和辍学学生劝返复学工作机制，切实做好适龄儿童入学和辍学学生劝返复学工作，要加强对劝返复学学生的教育关爱，确保劝得回、学得好、留得住，坚决防止辍学反弹反复。各地各校要充分利用寒假时间认真做好控辍保学摸底核查工作，进一步加强精准摸排，健全完善工作台账，加大劝返复学工作力度，实现控辍保学动态清零，确保建档立卡贫困家庭适龄子女全部入学，其它适龄儿童少年“应入尽入”，依法保障适龄儿童少年接受义务教育。</span><strong><span style="font-size: 18px;">二是从严强化校外培训机构治理。</span></strong><span style="font-size: 18px;">各地教育行政部门要严格执行“双减”政策，会同市场监管、公安、消防、民政、银保监等部门，在寒假期间组建联合督查组，对校外培训机构开展片区化、网格化、常态化督查，始终保持对校外培</span><span style="font-size: 18px;">训机构高压治理态势，巩固治理成果，严防培训乱象反弹。</span></p><p style="text-indent: 2em;
