2px;">从此次考核情况看，各地在推进林长制过程中还存在一些问题，主要体现在以下几个方面：一是部分林长履职不到位。有的地方林长组织体系不合理，林长设立存在“重形式、轻落实”情况。有的林长巡林流于形式，解决林业难点重点问题少。特别是部分乡、村级林长对肩负的责任认识不清，履职不到位，甚至出现知法犯法情况。二是源头管理仍有不足。一些地方未充分认识“一长两员”队伍重要性，没有强化“一长两员”队伍管理，对专职护林员、基层监管员的业务培训和考核管理不到位，责任区域林业违法问题不能及时发现，发现的问题不能及时上报和处理。三是林长制工作创新不够。一些地方林长办人员力量薄弱，林长办作用发挥不够，工作针对性不强，缺乏特色和亮点。</span></section><section 2px;">一要进一步压实林长责任，推动林业资源保护发展问题解决。充分利用林长巡林制度，严格执行“三单一函”制度，通过签发总林长令、开展巡林活动，依法推动各级林长主动协调解决林业资源保护发展问题。按照“林长制主体责任在县级”的权责相当原则，组织开展《江西省林长制条例》贯彻落实年活动，进一步健全完善网格化源头管理，压实各级林长特别是县级林长责任，重点强化县级林长督促指导责任区落实林业资源保护发展目标任务。</span></section><section 2px;">二要进一步强化源头管理，推动工作落实落细。按照统一巡护职责、统一培训管理、统一考核奖惩、统一巡护着装、统一巡护装备“五统一”要求，进一步完善专职护林员规范化管理，突出专职护林员的专业性、专职性。通过定期举办培训班方式，强化对专职护林员和基层监管员的技能培训，进一步提高履职能力，努力将专职护林员打造成“一专多能”的林业管护队伍。加大对基层监管员的监督管理力度，确保“一长两员”充分发挥作用。</span></section><section 2px;">三要进一步发挥林长办作用，推动林长制工作水平提升。加强各级林长办组织管理，配齐配强工作人员，落实经费保障，强化法规政策业务培训，全面提升林长办履职能力。充分发挥林长办向同级林长请示汇报、与同级部门沟通协调、对下级林长督查督办作用，强化定期调度通报、重点工作督办等工作举措，推动林长制各项工作取得实效。</span></section><section style="margin-top:
