九江惠民新政出台！这些老人可申请集中照护

2px;">近日，记者从市民政部门了解到，为积极应对人口老龄化国家战略，加快推进基本养老服务体系建设，积极发展服务类社会救助，按照民政部、财政部统一部署，我市开展经济困难失能老年人集中照护服务工作。经评估确定为完全失能等级的，老年人或其代理人可以在入住养老机构满30日后，持养老服务协议和有效缴费凭证，向县级民政部门申请救助。</span></p><section 近日，民政部、财政部联合下发《关于组织开展中央财政支持经济困难失能老年人集中照护服务工作的通知》，决定于2023年起组织开展中央财政支持经济困难失能老年人集中照护服务工作。工作的主要形式是通过中央财政困难群众救助补助资金渠道安排资金，对入住养老机构的经济困难失能老年人给予救助，并对收住经济困难失能老年人的养老机构结合绩效考核结果予以适当补助。</span></section><section style="line-height: 2em;"><br/></section><section style="line-height: 2em;"><span style="letter-spacing: 2px;"> <strong><span style="letter-spacing: 2px;color: rgb(0, 122, 170);">救助对象要同时满足已纳入低保范围、经评估认定为完全失能、自愿入住养老机构满30日和年龄达到60周岁的条件。</span></strong>符合条件的老年人享受的救助额度为入住养老机构实际收费标准扣除该老年人获得的最低生活保障金、残疾人“两项补贴”等行政给付后的差额。</span></section><section style="line-height: 据了解，目前省财政分配我市专项资金已到位，市民政局将联合市财政局抓好贯彻落实，及时下拨专项资金，尽快发挥资金效益。这项政策采取中央财政差额补助方式，支持经济困难失能老年人入住养老机构，在制度上把基本养老服务中的照护服务保障对象，从特困人员进一步扩展到低保家庭完全失能老年人，扩大了保障范围，提升了保障水平，进一步强化了政府保基本、兜底线职能，是解决经济困难失能老年人养老服务急难愁盼问题的有力举措，也是推动实现全体老年人享有基本养老服务的重要探索。（陶理洪 不赞成这种违背老人意愿的强制办法 叶落归根，退休还乡使历朝历代的通常养老办法！也是老有所养老有所乐的最明智措施。现如今的很多政策的确很难满足老年人，首要问题就是住宿条件的不允许。 对于部分从农村出来工作，退休后希望自己能回到农村老家去养老，也有部分农二代，农三代，毕竟自己的根在农村，父母、祖父在的时候，也经常回到农村，感受老家的山水情，故乡情，他们也希望退休后回到老家去养老。
要回到农村老家去养老金，说起来容易做起来还是比较难的，有时想法不一定能够实现，住房问题是其中最大的难点。像我们这种老家有父辈留下的房产，只要自己稍微整治一下，要回老家去养老，只要儿女没有意见，老伴没有意见，这是完全没有问题的。
对于那些在老家没有房子，或是老家祖宅已经严重损坏的，已经无法居住的就成了大问题，虽然农村的房产可以继承，但宅基地属于村集体经济组织所有，也就是农民集体所有。在老人在世时，以老人名义在原宅基地上重建，这是完全没有问题的。
如果家中老人已经去世了，要在原宅基地上重新建房，由于宅基地不能继承，房子垮塌以后，宅基地就不再属于自己家的财产，这时要在原来的宅基地上重新建房就存在政策障碍了。
城市退休人员回乡养老，对于推动农村的发展，甚至对于乡村振兴都是有积极作用的，但由于宅基地的问题，在农村建房存在一定障碍，很多老人有想法，但不能具体实施。很多老人希望有关部门放开城市老人回老家建房的政策。
为此部分政协委员提出了鼓励城市退休人员返乡养老的建议，这个建议也是社情民意的反映，代表了部分退休老人的心声。
