1.75em;">2023年，在省委、省政府的正确领导下，全省上下围绕打造林长制升级版、巩固江西林长制品牌的目标，以压实各级党政领导保护发展林业资源主体责任为关键，以强化林业资源网格化源头管理为基础，以开展《江西省林长制条例》贯彻落实年活动为抓手，进一步健全工作机制，完善工作措施，充分发挥林长制统领作用，推动全省林业高质量发展取得显著成效。根据《江西省林长制考核办法（修订）》，省林长办组织开展了11个设区市2023年度林长制考核，并经2024年省级总林长会议审议通过。经省政府同意，现将考核结果通报如下：</p><p 0);"><strong style="outline: 0px;">九江市</strong></span><strong style="outline: 0px;">、吉安市、赣州市和抚州市（并列）、上饶市、南昌市、萍乡市、鹰潭市和宜春市（并列）、景德镇市和新余市（并列）</strong>。</p><p style="margin-top: 16px;margin-bottom: 16px;margin-bottom: 16px;outline: 0px;text-indent: 2em;line-height: 1.75em;">从此次考核情况看，各地在推进林长制过程中还存在一些问题，主要表现为：一是部分林长履责有待加强。一些县、乡级林长对肩负的法定职责认识不清，认为林长制就是严格森林资源保护管理、严守生态红线，对森林可持续经营、低质低效林改造、林业产业发展等重视不够；认为林长履责就是每年完成几次巡林巡山任务，实际解决的林业难点重点问题少，开展巡林工作流于形式。二是源头管理仍有不足。一些地方“一长两员”源头管理机制不畅，乡镇监管员职责不明、责任心不强，导致护林员上报问题不能及时核实处理，甚至出现对护林员上报问题隐瞒不报情况，致使“小问题”变成“大问题”，被媒体曝光造成不良影响。有的地方对护林员业务培训和考核管理不到位，护林员素质不高，导致责任区域林业违法问题不能及时发现，发现的问题不能及时上报处理。三是林业资源保护压力依然较大。虽然各地生态保护意识普遍提高，但少数地方仍不能正确处理好经济发展与生态保护的关系，违法破坏林业资源现象还时有发生。</p><p 1.75em;">2024年，各地各部门要深入贯彻习近平生态文明思想，聚焦“走在前、勇争先、善作为”目标要求，围绕省委十五届四次、五次全会部署，结合省委“大抓落实年”活动，坚持以林长制为统领，科学推进国土绿化，构建现代林业产业体系，推动林业高质量发展，为打造国家生态文明建设高地、推进“美丽江西”建设、奋力谱写中国式现代化江西篇章作出新的更大贡献。</p><p style="margin-top: 16px;margin-bottom: 16px;outline: 0px;text-indent: 2em;line-height: 1.75em;">一要进一步压实林业保护发展责任。依据《江西省林长制条例》和《林长制工作规范》，推动各级林长主动协调解决林业资源保护和发展问题。进一步强化“一长两员”知责明责、履责尽责意识，强化绩效考核，确保网格化源头管理取得实效。</p><p 0);">近年来，我市深入学习贯彻习近平生态文明思想和习近平总书记考察江西重要讲话精神，聚焦“走在前、勇争先、善作为”的目标要求，认真执行《江西省林长制条例》，扎实推进林长制各项工作。目前，全市共设立市级林长15人、县级林长174人、乡级林长1888人、村级林长2230人，基层监管员701人，专职护林员1337人。2023年，九江市、县两级签发总林长令33次，落实巡林891次，协调解决森林资源保护问题555个。落实党政领导任大片区林长负责制，持续推动林长主动保护林业资源，在全省率先实现历年国家森林督查问题全部整改销号，国家级风景名胜区问题整改全面完成。森林督查问题图斑、违法面积、违法蓄积量同比分别减少58.5%、60.2%、62.8%。</span></p><p 0);">作为全国林长制首创地，我市成功举办了首届全国林长制论坛，挂牌设立全国首个林长制现场教学基地，林长制管理机制创新试点走在全国前列，出台“林长+基层林业”联管共治改革实施方案，设立基础林长制服务分中心，有效解决基层林业管理“落脚点”的问题。圆满承办第三届鄱阳湖国际观鸟季，向世界展示了鄱阳湖“候鸟天堂”的生态美景，得到了海内外嘉宾和社会各界的广泛好评。2023年，全市共接待观鸟游客约70万人次，旅游增收同比增长39.7%。</span></p><p 0);">我市探索试点县公安局森林分局局长兼任县林业局副局长，分管林业行政执法工作，强化打击破坏森林资源违法行为合力。恢复设立县级林业综合执法大队，提升辖区林业资源安全。由巡回法庭开展下乡村涉林刑事审判，通过“以案释法”进一步强化林业普法宣传。2023年，全市林业行政案件同比下降31.15%、林业刑事案件同比下降44.49%，“林长制”带来的“林资源”“林经济”效应走在全省前列，为建设美丽中国江西样板、打造国家生态文明建设高地贡献了九江力量。（徐红波
