原标题：拿高薪的聘任制公务员很香也很难
近日，多地政府部门招聘“聘任制公务员”，高达数十万元的年薪引发关注。在众人“挤破头”考公考编的社会背景下，聘任制公务员受热议并不稀奇。那么，如何理解聘任制公务员的高薪？聘任制公务员制度将推行到多大范围？
聘任制公务员是在常规公务员队伍以外，增设的专业性较强而替代性较低的岗位，吸引紧缺专业人才为政府提供专业服务。早在2006年，公务员法就明确了聘任制公务员的相关规定，此后全国不少省市都探索试点。
如果说普通公务员是“正规军”的话，那么聘任制公务员就是“特种兵”。聘任制公务员的选聘也更为灵活，一般不需要统一考试，而是专人专岗、一人一议，自然成为满足政府特殊人才需求的重要渠道。
考虑到政府管理与公共服务的相关工作日益趋于专业化，不少都涉及金融、科技、法律、经营、安全、国际交流等专业领域，未来聘任制公务员的规模有可能进一步扩大。比如，在大数据、人工智能、金融科技、跨境贸易等方面，政府部门希望加大力度发展相关产业，却急缺高端专业人才。
但是，从公务员队伍的总量来看，聘任制公务员的占比极低。未来，公务员考试和选录也依然会以常规模式为主，聘任制公务员不会成为主流。和聘任制相比，终身雇佣的公务员制度更加符合公共部门的组织属性和职能定位。
聘任制公务员的招聘条件极为严苛，一般要求候选人具备相关专业领域的学历、资质和履历，能够胜任专业性较强的工作。满足这些条件的人才，往往也是企业争相抢夺的“香饽饽”，不少都需要通过“猎头”争抢。所以，政府部门必须开出同等水平乃至更高的薪酬待遇，才能在“抢才大战”中胜出。
据报道，一些中西部地区的政府部门招聘聘任制公务员遇冷，因为申请人数不足而不得不取消。这同成百上千人争抢一个职位的“公务员热”形成鲜明对比。政府部门应尊重人才竞争规律，按照市场化的方式招聘聘任制公务员，不拘一格降人才。
聘任制公务员实行协议工资制，薪水普遍高于普通公务员，而这也是其“卖点”之一。但是，和端着“铁饭碗”的普通公务员相比，聘任制公务员的聘期明确，工作稳定性相对较低。因此，高薪只是吸引他们的条件之一，具备同等专业能力的聘任制公务员，在企业也可以获得同样水平的薪酬。
除了提供具有市场竞争力的薪酬待遇，更为重要的是，政府部门应该为聘任制公务员打造独当一面、干事创业和施展才华的平台，使他们可以充分发挥自己的专业才干，用自己的专业能力为公共利益服务。比如，委以重任并充分信任，提供强有力的工作指导和支持，打造宽松自由的工作氛围，使他们可以保持和提升专业水准。
与此同时，也要建立完善的人才管理配套机制，解决聘任制公务员的管理、晋升和退出问题，使他们可以无后顾之忧地投入工作。不少人担心聘任制公务员的聘期受限，无法转为常规公务员，或者在退出时面临再就业难题。不从制度上解决这些问题，就很难吸引和留住优秀人才。
聘任制公务员制度实施已有多年，但不少人包括潜在求职者对此尚不熟悉。政府部门可以综合考虑专业人才的需求与财力条件，加大对聘任制公务员制度的宣传推广，建立聘任制公务员选拔、任用和管理的常态化机制，吸引更多相关专业领域的有识之士。
