2em;">为全面规范面向在校大学生的社会培训和中小学生的校外托管，维护人民群众生命财产安全，依据相关法律法规，经省人民政府同意，省教育厅、省委宣传部、省委政法委、省委网信办、省公安厅、省民政厅、省司法厅、省财政厅、省人社厅、省住建厅、省卫健委、省应急厅、省市场监管局、省消防救援总队、省妇联决定，联合开展专项治理行动。现就有关事项公告如下:</span></p><p style="letter-spacing: 2px;text-indent: 2em;line-height: 2em;"><br/></p><p style="letter-spacing: 2px;text-indent: 2em;line-height: 2em;">1、专项治理行动的对象是主要面向在校大学生举办的专升本考试、研究生考试、教师资格和招聘考试、公务员考试、大学生创业等方面的社会培训和向中小学生(包括3至6岁儿童)在校外提供就餐、休息、临时看护等服务的托管。</p><p style="letter-spacing: 2px;text-indent: 2em;line-height: 2em;"><br/></p><p style="letter-spacing: 2px;text-indent: 2em;line-height: 2em;">2、举办在校大学生社会培训和中小学生校外托管机构的，依法依规向市场主体登记或民政部门申请登记注册，取得营业执照(或民办非企业单位法人登记证书)；对于在登记注册前依法须经批准的经营许可项目，还应当在申请登记注册前取得相关部门批准，未取得批准前，不得开展相关经营活动。</p><p style="letter-spacing: 2px;text-indent: 2em;line-height: 2em;"><br/></p><p style="letter-spacing: 2px;text-indent: 2em;line-height: 2em;">3、在校大学生社会培训机构和中小学生校外托管机构应在审批和许可范围内开展培训或托管，不得违规开展学前教育和面向中小学生的校外教育培训等。</p><p style="letter-spacing: 2px;text-indent: 2em;line-height: 2em;"><br/></p><p style="letter-spacing: 2px;text-indent: 2em;line-height: 2em;">4、在校大学生社会培训机构和中小学生校外托管机构场所应符合国家工程建设消防技术标准，须依法通过相应的消防设计审查、消防验收、备案和抽查，同时建设消防物联网，并接入全省教育系统智慧消防监管平台；要符合房屋结构安全要求，不得在民房、危房、住宅、(半)地下室、工业建筑、仓储建筑等场所和污染区、危险区开展培训和托管。</p><p style="letter-spacing: 2px;text-indent: 2em;line-height: 2em;"><br/></p><p style="letter-spacing: 2px;text-indent: 2em;line-height: 2em;">5、<span style="color: rgb(123, 12, 0);"><strong>在校大学生社会培训机构和中小学生校外托管机构在开展培训或托管时，应参照教育部、应急管理部《校外培训机构消防安全管理九项规定》，落实消防安全管理规定，同时不得擅自向学生提供住宿、餐饮等超出许可范围的服务，如需提供相关服务，应符合国家关于消防、安全防范、住建、卫生、食品经营等相关要求；原则上不设置集体宿舍，确需设置的，宿舍应当设置在独立建筑内，每室居住人数最多不得超过6人，人均使用面积不应小于5平方米。</strong></span></p><p style="letter-spacing: 2px;text-indent: 2em;line-height: 2em;"><br/></p><p style="letter-spacing: 2px;text-indent: 2em;line-height: 2em;">6、在校大学生社会培训机构和中小学生校外托管机构应诚信经营，要与服务对象签订服务合同，并在醒目位置公示服务内容、收费项目、收费标准等信息，不得价外加价、价格欺诈、强制服务等。</p><p style="letter-spacing: 2px;text-indent: 2em;line-height: 2em;"><br/></p><p style="letter-spacing: 2px;text-indent: 2em;line-height: 2em;">7、在校大学生社会培训机构和中小学生校外托管机构要在醒目位置公开员工信息，使用的教材或材料要符合社会主义核心价值观，不得使用非法出版物和违规使用境外培训材料。</p><p style="letter-spacing: 2px;text-indent: 2em;line-height: 2em;"><br/></p><p style="letter-spacing: 2px;text-indent: 2em;line-height: 2em;">8、在校大学生社会培训机构和中小学生校外托管机构对外宣传要客观、真实，不得夸大宣传培训效果，甚至虚假宣传，误导、诱导学生和家长，不得进入校园或通过学校教职员工开展招生宣传。</p><p style="letter-spacing: 2px;text-indent: 2em;line-height: 2em;"><br/></p><p style="letter-spacing: 2px;text-indent: 2em;line-height: 2em;">9、全省所有在校大学生社会培训机构和中小学生校外托管机构须对照要求自查整改；整改不到位的，停业整顿直至关停。</p><p style="letter-spacing: 2px;text-indent: 2em;line-height: 2em;"><br/></p><p style="letter-spacing: 2px;text-indent: 2em;line-height: 2em;">10、教育、公安、民政、人社、住建、卫健、市场监管、消防等部门加强对在校大学生社会培训机构和中小学生校外托管机构的日常监管，依照各自职责开展执法监管，对违法违规开展在校大学生社会培训和中小学生校外托管的，将开展执法或联合执法、综合执法，依法依规严肃查处；对自然人、法人或者其他组织违法违规开展在校大学生社会培训和中小学生校外托管的，将依据相关法律法规作出警告、罚款、没收违法所得、责令停止招收学员、撤销登记或者吊销营业执照等处罚；对构成违反治安管理行为的，由公安机关依法给予治安管理处罚，构成犯罪的，依法追究刑事责任。</p><p 不能解决孩子父母亲的实际问题，任何所谓的托管都属于空话。

教育孩子，不是撒手不管，静待花开；
更不是处处控制，让孩子活成提线木偶；
而是需要父母们像放风筝那样，注意分寸，张弛有度。
