影片的拍摄策略主要集中在宜宾，预计90%以上的场景将在这座城市拍摄。宜宾市相关负责人在开机仪式上表达了对电影团队的全力支持，希望通过这部电影展现宜宾的独特魅力以及正能量，传递社会信心。
从全局来看，《底线之上》不仅是一项艺术创作，更是对全国政法队伍教育整顿工作成果的生动再现。它通过真实素材与精彩故事的结合，让观众能够在享受观看的同时，深入思考法治社会建设的重要性。 底线在湖南长沙拍的。
从2019年开始，早在拍摄筹备阶段，《底线》采风团队从湖南长沙、衡阳到北京、上海、杭州、深圳、广州的各级人民法院和调解组织开展调研，涉及全国60余家法院；深入采访一线法院工作者200余名，建立起人物原型档案；收集了500余件司法理念典型、社会关注度高、情与法碰撞的代表性案件。
在置景方面，400余位主创团队成员奔赴4656公里，在长沙170多处实地取景，准备服装10000套、道具30000个，力求将每个细节做到极致真实。最高法还组建专家团全程跟组拍摄，对剧中内容、场景、服化道细节进行专业性把关。
虽然有长沙市中级人民法院和长沙县人民法院为剧组提供真实法院场景，但项目组发现由于法院办公室严格的面积要求而导致真实法院无法满足拍摄机位需求，最终选择了在近10000平米的影棚内1:1搭景，耗时1200小时搭建共40个高还原度、总计3000平方米的法院内景，以保证拍摄顺利。
大量的铺垫性工作，奠定了主创团队拍出精品正剧的基础。随着剧情的展开，相信观众可以真切体会到剧中法官们所说的“每一本卷宗的背后，都是一场悲欢离合”，也可以真切感受到我国新发展阶段丰厚的司法改革成果。
