就举几个例子：
1.和地图类科技公司合作，利用大数据打造智慧交通，实时调控车流。微观上体现为可变车道、潮汐车道、智能红绿灯等等。
2.灵活管理，实施一些已被证明的高效调控方式，如禁止左转、移位/借道左转、反转车道等等。
3.保障非机动车的路权，有些路应该禁止停车，否则非机动车占用车道又会影响主路通行。
4.有条件的路口设置分段式过街红绿灯，这个我发帖说过。浔南大道、八里湖大道本来就有条件，只需改一下红绿灯的时间，请立刻马上实施！

还是管理者的问题，不要说老百姓。
最好的金点子就是管理
晚上开远光灯真的没素质，正面迎来我直接瞎了，要是骑着车就很危险啊！
如果都考摩托车驾照，骑二三轮车出行，需要安装雨棚的必须达到宽度不超过车身十五公分，抗风晃动不超过6公分的硬材质，同时加装立交桥，辅道，礼让行人红绿灯照图案到地面或手按行人红绿灯等措施，也许九江交通能缓解
建议在路旁设立出租车临时候车位。在马路上总有出租车见到路人招收，也不管后面有没有车，也不靠路边停，直接停在大马路中间停车上客。非常危险，容易造成追尾，同时也影响后车通行。建议马路旁设立出租车专用候车位，要搭车的客户也必须到指定出租车候车位上车，这样也方便等车客户。
我出点损招大家别喷，看看就好
第一、取消所有易堵路段固定停车位，只允许临时停靠，这样道路同行能力就提高了50%左右。
第二、所有公职人员带头践行公交优先，号召全民绿色公共交通出行，路面车辆又能少20%左右。
第三、热门学校外迁设立分校，人口密集型企业外迁到交通更好市郊，减轻市中心交通压力。
第四、名校聚集区域和人口密集型企业，采取错峰上课，上班，下课，下班。错开使用资源，使资源利用率提高。
第五、砸钱新建更多的路，更多的交通配套设施。
前四条是节流，后面是开源
以上是浙江那边的治堵方略一小部分
九江根据自己的实际应用一下就可以了，相对而言九江其实车辆和企业不是很多，这个问题解决起来要容易的多。
随手拍搞起来，学员拿证不要站路口作秀，每人交一定数量的违章相片，再发驾驶证。
建议改革：由人大掌握车辆和市民数据库，随机选择不同车型、人群给交警队投票，每年一次决定去留！

每天问一句 九龙街上的没有红绿灯的人行道能不能少一点 太多了 太多了 一脚地板油刚踩到50，马上就一脚急刹车
交通设施跟不上，如人民路与桃园路十字路口车多路窄，又没有红绿灯，遇上没有交警指挥，车辆量大一点，就必堵
