box-sizing: border-box !important; overflow-wrap: break-word !important;">一种模式就是,承租户累计6个月以上未缴纳租金且无法联系的情形,采取依职权收回房屋的整治方式,按照“一认二告三证”三步走落实到位,及时予以清退。</strong></span>房管所对累计6个月以上未缴纳租金的承租户反复联系无果后,依次做好核实承租人6个月期间未使用水电、书面函告承租人所在地派出所和社区、取消住房保障资格等工作,仍无法联系的,可认定为该情形。同时,市住房保障管理部门在其官网、九江日报、承租人承租楼栋等处发布公告,将载明事项广而告之,公告期限2个月。公告期满后,市住房保障部门将委托公证机构对房屋进行证据保全,公证员采取线上与线下相结合的方式,对屋内情况进行摄像拍照上传至“公证云”,对物品清点装箱封存,搬离至保管地点,收回的房屋张贴封条,充分保证证据链的完整性和可靠性。邀请社区或派出所或物业等参与。收回的公租房重新纳入摇号分配范围,承租户恢复联系后按公租房有关规定予以处理。</p></section></section></section></section></section><section data-tools="135编辑器" data-id="128742" style="margin: 0px; padding: 0px; outline: 0px; max-width: 100%; box-sizing: border-box !important; overflow-wrap: break-word !important;">还有一种模式就是,承租户累计6个月以上未缴纳租金且在住拒缴的情形,采取行政处理的整治方式,按照“一告二决三催”三步走落实到位,提升清退效能。</strong></span>主要做法就是,对累计6个月以上未缴纳租金且实际在住的承租户,经房管所联合物业多次催缴无果,且在下达律师函后,承租户仍拒不缴纳租金,市住房保障部门委托律师事务所,依法依规采取行政处理措施,将《住房保障行政处理告知书》送达至承租户,告知其行政处理内容和陈述申辩权利等相关内容。陈述申辩期后,市住房保障部门研究实施行政处理决定意见,将《住房保障行政处理决定书》送达至承租户,如其不服处理决定,可在法定期限内申请行政复议或行政诉讼。在法定期限内,承租户不申请行政复议或行政诉讼,又不履行行政处理决定的,市住房保障管理部门依据《行政强制法》有关规定,将履行行政处理决定的催告书送达至承租户,催告其履行《住房保障行政处理决定书》,若在催告书送达10日后,仍不履行义务的,市住房保障管理部门将依法申请人民法院强制执行。</p></section></section></section></section></section><section style="margin: 0px; 湖南省涟源市爆出一起令人震惊的丑闻:在该市的4个公租房小区中,竟然有766户公职人员违规占用公租房,占比高达37%。这些公职人员不仅占用了本该属于低收入群体的住房资源,还有的人将公租房改造成豪华别墅,有的人将公租房转租或出售,有的人甚至将公租房拆除或砸毁,以逃避清退。这些公职人员的行为不仅违反了法律法规,也违背了公租房的初衷,更暴露了他们的道德沦丧和权利滥用。
